Travel insurance for an adoption trip

What an adoption trip needs

Two things any long trip abroad needs, and one thing only an adoption trip needs. The two: medical coverage that pays a foreign hospital, with an evacuation benefit behind it, and coverage for the non-refundable travel you have paid for. The one: some protection against the adoption itself being delayed or cancelled after the flights are booked, which is the risk that keeps adoptive parents up at night and the one most plans do not cover.

The plans with an adoption clause

Sixteen of the 54 plan documents in our library mention adoption somewhere in the covered reasons. Most of those cover only the narrow case of a court hearing landing on a trip you had planned for something else. Three plan families cover the adoption trip itself.

Read the conditions closely. Generali and Berkshire Hathaway want the adoption confirmed or approved before the plan’s effective date, which fits the usual timeline: you buy the plan when the travel is booked, which is after the referral. WorldTrips asks that the adoption be the sole purpose of the trip. And all three cover a cancelled adoption, not a delayed one; a court date that moves three weeks is covered only if it forces you to cancel the travel you insured.

What every plan covers on the trip

The rest of the policy works the way it does on any trip. Medical care and evacuation for the adults if one of you gets sick or hurt; trip interruption if a death in the family or an illness at home forces one of you back; baggage, delays and missed connections. For a two to four week stay in a country where your health insurance is no use, we suggest at least $100,000 of medical and $250,000 of evacuation, and the travel medical insurance guide shows which plans carry those limits at a reasonable price.

The child

Your travel plan covers the people named on it when it was bought. A child placed with you on the trip is not on it, and five plans exclude a child born or adopted during the trip in so many words. Under US law your health plan has to cover an adopted child from the date of placement, without a pre-existing condition exclusion, but that is coverage for care at home, and a hospital in the adoption country will bill you directly. Ask the agency what medical arrangements exist for the child during the in-country wait, and carry a credit card with room on it for a clinic visit.

Insuring the right amount

Trip cost means non-refundable payments to travel suppliers: the airfare, the hotel or serviced apartment, the in-country guide, driver and translator you paid in advance. Agency fees, court and government fees, and the donation to the orphanage are not trip cost on any plan and cannot be insured. Insure what you would lose on the travel if the trip were cancelled, and no more; premium is charged on the number you enter.

Dates are the other question. Insure to the latest plausible return date. A plan that ends while you are still waiting on a court leaves you with no medical coverage at the point in the trip when you have the least attention to spare. Extra days are cheap; a gap is not.

Timing and the waiver

Buy within 14 to 21 days of the first non-refundable travel payment. That is what turns on the pre-existing condition waiver on 53 of the 54 plans we compare, so a condition either parent is treated for is covered on the trip, and it is also the window for cancel for any reason coverage, which refunds 75 percent of the travel cost on most plans if the adoption is delayed rather than cancelled, or if you decide not to go for a reason no plan lists. Questions people also ask

Can I insure the agency and legal fees?

No. Trip cost on every plan means non-refundable payments to travel suppliers: airlines, hotels, tour operators, the in-country guide or driver you paid in advance. Agency fees, court costs and government fees are not trip cost and cannot be put on the policy, however large. Insure the travel, and ask the agency what happens to its fees if the adoption fails.

Is our new child covered on our plan?

No. Five plans in our library exclude expenses for a child born or adopted during the trip in so many words, and none of the others add a child mid-trip. Your US health plan must cover an adopted child from the date of placement, but it will not pay a hospital abroad without a fight, so ask the agency about in-country medical cover for the child during the wait, and call your health insurer before you travel.

Our dates depend on the court. How do we set the return date?

Insure the latest plausible return date; the extra days cost a few dollars each and a plan that ends while you are still abroad leaves you uncovered. If the trip runs past the date anyway, call the insurer before it ends and ask whether the dates can be changed; and note that most plans extend automatically, without a call, when your return is delayed by a carrier or a hospital stay, but not when it is delayed by a court.

What if one of us has to fly home and the other stays?

That is trip interruption, and the usual reasons apply: illness, injury, a death in the family, a home emergency. The plan pays the flight home and the unused part of that traveler’s trip. A voluntary early return, because the wait is long and someone needs to get back to work, is not covered unless the plan has an interruption for any reason upgrade, which Travel Insured, Seven Corners, IMG and WorldTrips sell on some plans.
